Billy was born in 1957 in Miami, Florida, son of William F. Charles and Mary Elizabeth McManus.  He has two sisters, Kathy Robinson and PJ Norvell.

   He married Sandra E. Serralheiro in 1980 and had two sons, Christopher Michael and Derek Daniel.

   Bill loves the ocean, the sea, surfing and boating. He enjoy living adventures and outdoor life with his family.

   Billy grew up surfing and sailing with friends and grew very pationate about them and today shares this with his family.  He loves eating seafood and spending time with his family.

    Today he is married over 25 years and proud of his two sons and loves seeing them find their niche in life.  Now blessed with his first grandson, James William Charles, he is extremely proud grandfather!
